The North Carolina Housing Finance Agency (NCHFA) attaches its help to the NC Home Advantage Mortgage. The standard option adds up to 3% of the first mortgage as a 0% second lien, open to first-time and move-up buyers alike, with a single statewide income cap of $158,000, no maximum sales price, a 640 credit score and a 45% debt-to-income ceiling. The NC 1st Home Advantage option pays $15,000 instead, for first-time buyers, qualifying veterans and buyers in Qualified Census Tracts, under county income limits. Both follow the same 15-year schedule: nothing is forgiven for ten years, then 20% at the end of each of years 11 to 15; sell or refinance before year 15 and the balance is due. In Mecklenburg County, a household of three earning $95,000 buying at $380,000 with FHA gets $11,001 from the 3% option, against a $13,300 minimum down payment.

The agency's program guide for July 2026 sets a single income cap and no price cap for the 3% option, which makes it one of the most open programs among the large states. Homebuyer education is required only when every borrower is a first-time buyer. The schedule is the unusual part: a 15-year term with forgiveness only in the last five years, so it rewards buyers who stay a long time.

The Raleigh and Durham areas have the highest HUD medians, $132,300 in Wake and $129,900 in Durham, against $117,400 in Mecklenburg. With a statewide cap of $158,000, a household of three in any of them fits the 3% option on most single incomes and many double ones. The $15,000 option uses county limits that we link without transcribing, so the calculator marks it to confirm.

The 3% option leaves $2,299 of the down payment to bring; the $15,000 option, if the household fits its Mecklenburg limit, would cover all of it and part of the closing costs. A move-up buyer in Wake County at $120,000 and $450,000 still gets $13,028 from the 3% option, while the first-time option is out.

Before you apply in North Carolina

NC Home Advantage is reserved through NCHFA participating lenders together with the first mortgage, which can be FHA, VA, USDA or conventional. The 45% debt-to-income ceiling is stricter than what FHA alone allows, so a buyer with a car loan and student debt should ask the lender to check it first. Plan the timing of any refinance: before year 15 it makes the remaining balance due, and during the first ten years that is the whole amount.

Local programs add to the picture. Charlotte, Durham, Raleigh and several counties run their own down payment loans, often with lower income limits and a requirement to buy inside city limits. Some participating lenders layer them on top of NC Home Advantage, others do not; the city's housing office lists the lenders it works with. None of them is in the calculator, which reads the state agency only.

Common questions

Do I have to be a first-time buyer for NC Home Advantage?

No, not for the 3% option: it is open to move-up buyers, as long as the household is under the $158,000 cap and meets the credit and debt rules. The $15,000 NC 1st Home Advantage option is the one reserved for first-time buyers, qualifying veterans and buyers in Qualified Census Tracts.

What do I owe if I sell a North Carolina home after 12 years?

Sixty percent of the assistance. Nothing is forgiven during the first ten years; then 20% goes at the end of year 11 and another 20% at the end of year 12. On the $11,001 Mecklenburg example that leaves about $6,601 to repay from the sale. After year 15 the lien is gone entirely.

Is the $15,000 or the 3% option better in North Carolina?

The $15,000 option is larger on any first mortgage below $500,000, which covers most first purchases in the state. But its income limits are set by county and family size and are usually lower than the $158,000 statewide cap. A first-time buyer under both limits should compare them with the lender.
